International Conference "Parliamentary Cooperation and Diplomacy in Europe and beyond – Theories, Practices and Comparisons", Brussels

The Lisbon Treaty has given a boost to parliamentary cooperation within the European Union. The greater role the European Parliament now plays in EU external action is emphasized not only in terms of legislating, budgetary control and executive accountability, but also in view of its external relations through a tight network of parliamentary delegations.

This conference will contextualize such developments by analyzing parliamentary cooperation and diplomacy both at the EU level and within other European and international organizations. The ambition is to cover the numerous dimensions of parliamentary cooperation and diplomacy in Europe and beyond:

  • First, inter-parliamentary cooperation in European organizations and the European Union, as well as parliamentary cooperation in other regional and international organizations;

  • Secondly, parliamentary diplomacy between the European Union and third countries as well as the parliamentary diplomacy of other parliaments in other regions of the world.

By focusing on these two dimensions, the conference hopes to shed light and help explain the workings of parliamentary cooperation in other regional organizations around the world, as well as the practice of parliamentary diplomacy of the other actors outside the EU.

While the two dimensions – parliamentary cooperation and parliamentary diplomacy – have been conceptualized in different ways, the conference wants to provide a comprehensive overview of the different theoretical accounts and the realities in the field, channels, fora and policy fields of inter-parliamentary cooperation and parliamentary diplomacy.

  1. Spring Lecture Series on 'Parliaments in European and Global Governance'

This lecture series addresses the roles and challenges of parliaments in European and global governance, takes stock of recent developments which have affected the functions of parliaments and looks into the challenges, and focuses on future opportunities in the context of an increasingly interdependent world.

European and global governance have become widely used terms to cover policy-making and problem-solving beyond traditional nation states. Often, the role of parliaments in their capacity as legislators, scrutinizers of executives and democratic gatekeepers is overlooked in this regard. In fact, multi-level governance poses a key problem for parliaments: it may hollow out legislative control functions of governments who willingly upload decision-making to European or global levels of decision-making which are beyond parliaments’ reaches. More particularly, multi-level governance cooperation can also include problems of double-democratic deficits, the lack of democratic accountability on the national and European or global level of decision-making. To cure this problem, various proposals have been made, including the strengthening of national parliaments on the domestic level, the empowerment of the European Parliament on the European level and the idea of a parliamentary assembly at the United Nations. Alternatively, it has been argued that parliaments have to form networks across different levels of governance so that they can mutually assist one another in order to fulfill their parliamentary functions.

Abstract:

While the EU has progressively become an actor in international relations in its own right thanks to its increased powers in the field of external relations, the Lisbon Treaty has also underlined the need for more increased inter-parliamentary cooperation between the European Parliament (EP) and national parliaments. Hence, the need to exchange information between the EP and national parliaments regarding EU external action and the need to scrutinize the external actions of the EU has become more prominent. At the same time, given the greater diplomatic engagement between the EU and the rest of the world, public diplomacy has become an ever-more important instrument. In this context, the bilateral and multilateral parliamentary diplomacy between the EP and third countries and regions has the potential to become a complementary element of EU external action and diplomacy.

The objective of this workshop in the context of the Jean Monnet Network PACO is to focus on and analyse inter-parliamentary cooperation and parliamentary diplomacy. The workshop aims to discover and explain: (i) if and why inter-parliamentary cooperation in the field of external relations (e.g. CFSP/CSDP, human rights, development, trade) has added to an increased scrutiny via the EP and national parliaments; and (ii) if and why parliamentary diplomacy can add to the diplomatic tools set in the EU’s cooperation with third partners via its own parliamentary delegations at bilateral and multilateral levels (e.g. ACP, Eastern Partnership, African Union).
