Short Bio

At the T.M.C. Asser Institute, Steven combines his academic research with consultancy activities carried out for national and international donors. He specializes in public sector reform in post-conflict and transition countries. He has more than 10 years of expertise in both the drafting and approximation of national legislation to meet international standards and EU acquis, and in administrative and judicial capacity-building. He has gained field experience mainly in Eastern Europe and the Balkans. In addition, Steven frequently acts as a guest lecturer at universities. He has provided in-service training for the European Commission and the General Secretariat of the Council of the EU for the past five years.

 

Research

Steven’s research focuses on the role of the European Union in the world, primarily from an EU constitutional and external relations law perspective (CFSP, CSDP, enlargement, ENP, trade, development). He defended his PhD ‘Tough Love: the European Union’s Relations with the Western Balkans’ at Leiden University in 2007. He has published a commercial edition of the PhD and 8 edited volumes with T.M.C. Asser Press.

K.U.Leuven Centre of Excellence

In June 2010, the Centre has been recognized as K.U.Leuven Centre of Excellence. Since then, it has launched a 7-year research programme on ‘Global Governance and Democratic Government’ (2010-2017), which aims at the construction of a new paradigm for democratic global governance.
